Appeals of Hope Way Apartment Project to be Heard by Placer County Board of Supervisors on Dec. 16

AUBURN, CA (MPG) -
 The Placer County Board of Supervisors is scheduled to consider three appeals related to the proposed Hope Way Apartments project during its regular meeting at 9 a.m., Dec. 16, at the Placer County Health and Human Services Building, 11484 B Ave. in Auburn.

The appeals challenge the Placer County Planning Commission’s Oct. 16 decision regarding the project proposed by USA Properties Fund. Two appeals were filed Oct. 24: one by the Placer Citizens for Neighborhood Rights and one by the project applicant. A third appeal was filed by YIMBY Law on Oct. 27.

The  was asked to consider: a design review agreement for the proposed 240-unit affordable housing project, nine development standard concessions and waivers under the state density bonus law and determination of consistency with the previously certified Housing Needs Rezone Programmatic Environmental Impact Report

The commission voted 3-2, with one abstention, to deny the design review agreement. Commissioners also approved eight of the nine requested concessions and waivers. One request — a deviation from the Horseshoe Bar/Penryn Community Plan Level of Service policy — failed on a 3-3 vote.

Because all nine concessions and waivers were required for approval of the design review agreement, the overall design review was denied. The commission separately determined that the project is consistent with the previously certified Housing Needs Rezone Program EIR.

A full agenda and staff report will be made available no later than 72 hours prior to the Board of Supervisors’ Dec. 16 meeting.
